If many teams throughout the league are allowed to be way under the minimum salary, why are hard cap rules enforced? When I'm rebuilding in a few seasons, will I be given free reign to tank my ass off like some teams are doing right now? We should either scrap everything or all rules need to be equally enforced. Thank you.

It's a little tough to enforce that in the first season. How is it any harder than enforcing the hard cap? All these GMs had to do was make sure the players they drafted made over $35,000,000. The same way I had to make sure my players made less than a combined $90,000,000 due to threats about punishment for being over the hard cap, these teams should have modified their drafting strategy to include a player or two that had a larger contract. How is this any different at all?

I'd read those rules as contingent on there actually being a FA period (as it is listed under 'Free Agency'). It's much harder to exceed a targeted amount without FA, than it is to stay under a HC figure, without FA.
You'll notice that the HC penalty clause is listed under its own section of the rules, and explicit refers to instances when a team exceeds the HC - AT ANY TIME.
I'm not particularly fussed either way.

Rule will be enforced starting next season...No way could I enforce that rule, since we started with a creation draft....I couldn't force a GM to draft a guy like Rashard Lewis just to be over the 35mil cap.
